Ideology is a system of ideas, beliefs and values that guides the life of a person or a nation. It answers basic questions: what is right and wrong, how should society be organised, and what is the aim of life?
Every nation stands on some ideology. For Pakistan, the ideology is Islam: the belief that Muslims are a separate nation whose social, political and economic life should be organised according to Islamic principles.
Definition (learn for exams): “Ideology is a set of beliefs, values and ideals that forms the basis of a political, social or economic system.”
1. The Holy Quran: the complete and final guidance from Allah for all fields of life — faith, worship, morality, law, economy and society.
2. The Sunnah: the words, deeds and approvals of the Holy Prophet Muhammad (PBUH). The Sunnah explains and practically demonstrates the teachings of the Quran, e.g. prayer, fasting, Zakat and Hajj.
3. Traditions and cultural values: the customs, festivals and way of life of Muslims, shaped by Islam over centuries — distinct from Hindu traditions in food, dress, marriage and worship.
The Two-Nation Theory states that Hindus and Muslims of the subcontinent are two separate nations — different in religion, law, culture, heroes, food, dress and way of life — and therefore cannot live together under one government as one nation.
Sir Syed Ahmed Khan was the first leader to call Muslims a separate nation. Earlier he worked for Hindu–Muslim unity, but after the Urdu–Hindi controversy (1867) and the attitude of Congress, he concluded that the two communities could not live as one nation.
Quaid-e-Azam Muhammad Ali Jinnah later gave this theory political shape: “Hindus and Muslims belong to two different religious philosophies, social customs and literatures… they are two separate nations.”
Allama Muhammad Iqbal is called the thinker (Mufakkir) of Pakistan. In his famous presidential address at Allahabad in 1930, he proposed a separate state for the Muslims of north-western India, where they could live according to Islam.
Iqbal argued that Islam is not only a religion but a complete code of life, and that the nationhood of Muslims rests on Islam, not on race, language or territory.
His poetry (especially Shikwa, Jawab-e-Shikwa and Khudi) awakened self-respect and unity among Muslims and gave the demand for Pakistan its intellectual foundation.
Quaid-e-Azam Muhammad Ali Jinnah gave practical shape to Iqbal's idea. After joining the Muslim League (1913) he first tried Hindu–Muslim unity, but Congress's attitude — especially after the Nehru Report (1928) and Congress ministries (1937–39) — convinced him that Muslims needed a separate homeland.
At the Lahore session, 23 March 1940, he declared that Muslims are a nation by every definition and have the right to a separate homeland. He said: “We did not demand Pakistan to acquire a piece of land, but we wanted a homeland where we could introduce Islamic principles.”
For Jinnah, Pakistan meant a democratic state where sovereignty belongs to Allah, and where justice, equality and the rule of law protect all citizens, including minorities.
Aims of the demand for Pakistan: (1) enforcement of the sovereignty of Allah; (2) establishment of Islamic democracy; (3) protection of Muslim culture and identity; (4) social justice and equality; (5) economic well-being of Muslims.
Islamic democracy means: sovereignty belongs to Allah; rulers are trustees of the people; all citizens are equal before law; justice, consultation (Shura), tolerance, fraternity and freedom are protected.
Importance of ideology for a nation: it unites people on one platform, gives direction and motivation, protects culture and traditions, helps in taking right decisions, and keeps national identity alive. Without ideology, a nation loses its purpose.
Note: These are SLO / board-pattern practice questions for revision. They are not the book's official exercise. Answers follow the chapter explanations above; where an answer is derived from the chapter summary it is labelled as a chapter-based answer in the summary section.

Hindus and Muslims are two separate nations: different religions (Islam vs Hinduism), different laws (Shariah vs Dharma), different heroes, cultures, food, dress and social customs. Sir Syed first called Muslims a nation after the Urdu–Hindi controversy; Iqbal gave the idea philosophical basis in 1930; Jinnah gave it political shape, declaring in 1940 that Muslims are a nation by every definition and need a separate homeland to live by Islam. This theory became the ideological basis of Pakistan.

Jinnah said Muslims are a nation by every right to establish their separate homeland. At the Second Round Table Conference (1931) he warned that no constitution could last without safeguarding Muslim interests. At Lahore (1940) he said Islam and Hinduism are two separate social systems. He repeatedly said Pakistan was demanded not for land but to introduce Islamic principles, with justice, equality and protection of minorities.
