Pakistan was born with huge problems. Refugees: about 7 million Muslims migrated from India, needing food, shelter and rehabilitation. Division of assets: India delayed Pakistan's share of cash, stores and military equipment.
Canal water dispute: India stopped water in the eastern rivers in 1948, threatening Punjab's agriculture — later settled by the Indus Waters Treaty (1960) with World Bank help.
Accession of states: Junagadh, Hyderabad and especially Kashmir — a Muslim-majority state whose Hindu ruler acceded to India — became disputes. Kashmir remains an unfinished agenda of partition. Administrative problems: no capital, few offices, shortage of officers and stationery; Karachi became the first capital.
The Objectives Resolution (12 March 1949), moved by Liaquat Ali Khan, laid the foundation of the constitution: sovereignty belongs to Allah; the state will exercise authority through the people's chosen representatives; Islam, democracy, freedom, equality, tolerance and social justice are the guiding principles; minorities' rights are protected.
After nine years of debate, the Constitution of 1956 made Pakistan an Islamic Republic with a parliamentary system, one house, and Urdu and Bengali as national languages. It was abrogated in 1958 by martial law.
The Constitution of 1962 (Ayub Khan's era) introduced a presidential system with indirect elections through Basic Democracies, and one house. It ended with Ayub's resignation in 1969.
1965 War: India attacked across the international border in September 1965 after fighting in Kashmir (Rann of Kutch, Operation Gibraltar). Pakistan's armed forces defended Lahore and other sectors; the war ended with the Tashkent Declaration (January 1966). 6 September is celebrated as Defence Day.
1970 elections: the first general elections on adult franchise gave the Awami League a majority in East Pakistan and the PPP a majority in West Pakistan. Failure to transfer power led to civil war, Indian military intervention, and the fall of Dhaka on 16 December 1971 — East Pakistan became Bangladesh.
Causes of separation (learn these): geographical distance, language controversy (Urdu vs Bengali), economic disparity, political grievances, lack of representation, and Indian interference.
The Constitution of 1973, passed unanimously on 14 August 1973, is the present constitution of Pakistan. Its main features: Islamic Republic; federal parliamentary system; bicameral legislature (National Assembly + Senate); fundamental rights; independent judiciary; provincial autonomy; Urdu as national language.
Islamic provisions: Islam is the state religion; no law repugnant to the Quran and Sunnah can be enacted; the President and Prime Minister must be Muslims; the Council of Islamic Ideology advises on Islamisation.
It was suspended several times under martial laws (1977, 1999) but restored each time, and amended (notably the 18th Amendment, 2010, which increased provincial autonomy and removed the President's power to dissolve assemblies).
Zulfikar Ali Bhutto (1971–77): new constitution (1973), nationalisation, Islamic Summit Lahore (1974), nuclear programme begun. Zia-ul-Haq (1977–88): martial law, Islamisation measures, Afghan war (1979) brought refugees and US aid.
Benazir Bhutto and Nawaz Sharif (1988–99): alternating democratic governments, dismissed repeatedly; nuclear tests (28 May 1998, Youm-e-Takbeer) made Pakistan a nuclear power.
Pervez Musharraf (1999–2008), then democratic governments (2008–18): 18th Amendment, CPEC launched (2015); 2018 elections brought PTI to power; later elections (2024) continued the democratic process.
Pakistan took nine years to make its first constitution (1956) — the delay was caused by debates over the role of Islam, provincial representation, language, and the form of government.
A constitution matters because it: defines the state's Islamic and democratic character, distributes powers between federation and provinces, protects citizens' fundamental rights, and sets rules for elections and government.
Exam tip: always link each constitution to its year and one-line identity — 1956: first, parliamentary, Islamic Republic; 1962: presidential, Basic Democracies; 1973: present, parliamentary, bicameral.
Note: These are SLO / board-pattern practice questions for revision. They are not the book's official exercise. Answers follow the chapter explanations above; where an answer is derived from the chapter summary it is labelled as a chapter-based answer in the summary section.
