📌 Source note: This chapter was built from PunjabTest.com's existing Class 3 General Knowledge library chapter (library master). No official Class 3 General Knowledge textbook was available on disk while building it, so no book page numbers are claimed here, and the exercise below is the library master's SLO-based practice — it is NOT presented as the official book exercise and was not re-checked against the official book.
In this chapter you will learn about 1. 🏛️ What is a Government?, 2. 🗳️ Citizens and Their Rights, 3. 🤝 Duties of a Good Citizen, 4. ⚖️ Rules, Laws and Helpers — read each topic slowly in English, then in Urdu, and study the diagram before moving on.
A government runs a country: it makes laws, builds schools, roads and hospitals, and keeps people safe with police. Pakistan's capital is Islamabad. The government works for all citizens, not for one group only.
Think of government as the team that runs the whole country: it makes laws, builds schools, roads and hospitals, and keeps people safe through the police. Its capital, Islamabad, is where much of this work is planned. And it must serve every citizen, not one group only.
A citizen is a person who belongs to a country. Citizens have rights: the right to education, health care, safety and freedom to speak respectfully. Children have the right to go to school and to be protected.
A citizen is simply a person who belongs to a country — that includes you. With belonging come rights: school to learn in, a doctor when sick, safety on the street, and the freedom to speak respectfully. Children hold these rights too, especially the right to school and protection.
At a red traffic light, cars stop and people cross safely. One person breaking the rule can cause an accident — rules protect everyone.
Rights come with duties: follow laws, respect others, keep surroundings clean, pay taxes when grown up, and help neighbours. A good citizen does not cheat, litter or hurt others.
Rights always arrive with duties beside them: follow the law, respect other people, keep your street clean, help a neighbour, and pay taxes when you grow up. A good citizen is easy to spot — no cheating, no littering, no hurting others. Try one duty properly this week.
Rules keep us safe: traffic lights tell cars when to stop and go. Community helpers — teachers, doctors, police, firefighters — serve everyone. Respect them and follow their guidance in danger.
Rules are not there to spoil fun — they keep everyone alive and safe. A red light stops cars so children can cross; a green light lets traffic move again. Around you stand helpers for every danger: teachers, doctors, police and firefighters. Learn their work, respect them, and follow their guidance in an emergency.
