1. What is Underdevelopment?

ENGLISH

Underdevelopment means low income, poor health and education, weak industry and dependence on a few exports. It is not laziness — it comes from history (colonialism), geography, unequal trade, debt and weak institutions. Development is measured by income, health, education and freedom, not money alone.

The most important sentence in this chapter is that underdevelopment is not laziness. Countries are not poor because their people do not work hard — farmers in poor countries work extremely hard. They are poor because of history (colonial powers took raw materials and left weak institutions), geography (landlocked or dry countries face higher costs), unequal trade (raw goods sell cheap, machines cost dear), debt (loan payments eat the budget), and weak institutions (corruption wastes what little there is). And development itself is measured by four things together — income, health, education and freedom — because a country where people earn more but cannot read, stay healthy or speak freely is not truly developed.

UnderdevelopmentLow income→Poor health/education→Weak industryUnderdevelopment
2. Population, Health and Education

ENGLISH

Fast population growth strains schools, hospitals, jobs and water. Poor health (dirty water, weak clinics) and low literacy — especially for girls — hold back productivity: a healthy, educated worker earns more and innovates more than a sick, unschooled one.

Population, health and education form one chain, and a break anywhere weakens the whole chain. Fast population growth means every year there are more children for the same number of schools, more patients for the same hospitals, more job-seekers for the same jobs, and more mouths for the same water. Poor health makes it worse: dirty water and weak clinics keep workers sick and children out of school. Low literacy — especially for girls — is the heaviest weight of all: when half the population cannot read, write or train for skilled work, the whole country loses half its talent, and educated mothers, who raise healthier and better-schooled children, are missing from the next generation too.

ENGLISH

Underdeveloped economies often depend on raw exports (cotton, rice) whose prices swing, while importing costly machines and fuel. Weak industry means few factory jobs; small farms, old methods and water shortage keep yields low. Diversifying — industry, services, technology — spreads risk.

Think of a country that exports only cotton. In a good year, cotton prices are high and everyone feels rich. In a bad year, prices fall by a third, and suddenly the country cannot afford the machines and fuel it must import — because it does not make them itself. That swing is the danger of raw-export dependence. Weak industry makes it worse: without factories there are few skilled jobs, and small farms using old methods and short water keep yields low. The way out is diversification — a word worth learning: do not depend on one crop or one buyer. Build textile mills that turn cotton into cloth (adding value), grow services and technology, and raise farm yields with better water use.

ENGLISH

Development paths include: education (especially girls), health and clean water, roads and power, fair trade, honest institutions, and technology. Aid helps, but lasting development comes from a country's own skills, savings and fair rules — plus peace, without which nothing grows.

There is no single road to development, and any exam answer that gives only one is weak — give a list, and give a reason for each item. Education, especially for girls, because an educated girl becomes an educated mother and a skilled worker. Health and clean water, because a sick workforce cannot produce. Roads and power, because goods and machines cannot move or run without them. Fair trade and honest institutions, because farmers and factories need a fair price and courts they can trust. Technology, because it lets a poor country skip old steps. Aid can help along the way, but lasting development comes from a country's own skills, savings and fair rules — and above all peace, because in war, schools close, factories burn and nothing grows.

9.2 Fast population growth strains

Answer: Schools, hospitals, jobs, water.

9.3 Dependence on raw exports is risky because

Answer: Prices swing.

9.4 A key development path is

Answer: Education, especially girls'.

9.5 Lasting development needs

Answer: Own skills, savings, fair rules and peace.

Short Answer Questions
9.1 Define underdevelopment.

Answer: Low income, poor health/education, weak industry, dependence on few exports. The definition needs four parts: low income, poor health/education, weak industry, dependence on few exports — missing one part makes the definition incomplete.

9.2 How does low girls' literacy hold back development?

Answer: Half the workforce stays unskilled, and educated mothers raise healthier, schooled children. The chain is simple: when girls are not schooled, half the workforce stays unskilled, and uneducated mothers raise less healthy, less schooled children — so one gap becomes two generations of loss.

9.3 Why is raw-export dependence risky?

Answer: World prices swing, so national income swings with them. Prices swing, so income swings: that one sentence is the whole risk of raw-export dependence, because a country that sells one raw good rides its price up and down.

9.4 Name three development paths.

Answer: Education, health/clean water, roads/power (also fair trade, honest institutions). Three paths are enough: education, health/clean water, roads/power — with fair trade and honest institutions as strong extras if you have time to add them.

Long Answer Questions
9.1 A country exports only cotton and imports machines and fuel. Explain three risks it faces and three diversification steps.

Answer: Risks: price swings, import bills, few factory jobs. Steps: textile industry (add value), services/technology, better farm yields and water use. Risks: price swings cut income without warning, import bills for machines and fuel stay high, and few factory jobs mean few skilled livelihoods. Steps: build textile industry to add value to cotton, grow services and technology, and raise farm yields with better water use. Three risks, three steps — balanced answers read as complete.

9.2 Discuss: 'Development is more than money.' Use health, education and freedom to support your answer.

Answer: A rich country with sick, unschooled, unfree people is not developed: health lets people work, education lets them choose, freedom lets them speak and vote. A rich country with sick, unschooled, unfree people is not developed: health lets people work, education lets them choose, and freedom lets them speak and vote. Money alone measures a wallet; development measures a life.

ENGLISH

This chapter argued that underdevelopment is more than low income: it means poor health and education, weak industry and dependence on a few raw exports, rooted in history, geography, unequal trade, debt and weak institutions — not laziness. Fast population growth strains schools, hospitals, jobs and water; poor health and low literacy, especially for girls, hold back productivity; and raw-export dependence swings national income with world prices. The paths forward are education (especially girls'), health and clean water, roads and power, fair trade, honest institutions, technology — and peace, without which nothing grows.

Revision guidance: Revise with the definition first (four measures: income, health, education, freedom), then three causes, then three paths — each with one reason. Practise the cotton-only country question: three risks (price swings, import bills, few factory jobs) and three diversification steps (textile industry, services/technology, better farm yields and water use).
